(Image : zVg)<\/figcaption><\/figure>\n<p>Les risques que pr\u00e9sentent les marchandises dangereuses pour la population sont acceptables. C'est la conclusion d'un rapport du Conseil f\u00e9d\u00e9ral \u00e9labor\u00e9 en r\u00e9ponse \u00e0 un postulat de la Commission des transports et des t\u00e9l\u00e9communications du Conseil des Etats sur la r\u00e9duction de ces risques.<\/p>\n<p>Dans son postulat du 18 mai 2015, la Commission des transports et des t\u00e9l\u00e9communications du Conseil des Etats avait demand\u00e9 que soient identifi\u00e9es des mesures visant \u00e0 r\u00e9duire les risques li\u00e9s au transport de marchandises dangereuses par rail ou par route, en particulier le chlore. Les marchandises dangereuses (p. ex. essence, propane, chlore) doivent \u00eatre transport\u00e9es par rail ou par route conform\u00e9ment aux r\u00e9glementations internationales, compl\u00e9t\u00e9es par les dispositions suisses.<\/p>\n<p>Les chemins de fer et les routes sur lesquels de grandes quantit\u00e9s de marchandises dangereuses sont transport\u00e9es sont \u00e9galement soumis \u00e0 l'ordonnance sur les accidents majeurs afin de prot\u00e9ger la population et l'environnement contre les dommages graves r\u00e9sultant d'accidents majeurs. Le Conseil f\u00e9d\u00e9ral a approuv\u00e9 le rapport en r\u00e9ponse au postulat le 28 juin 2017.<\/p>\n<p><strong>Contr\u00f4le conjoint <\/strong><\/p>\n<p>Les offices f\u00e9d\u00e9raux comp\u00e9tents (Office f\u00e9d\u00e9ral des transports OFT, Office f\u00e9d\u00e9ral des routes OFROU et Office f\u00e9d\u00e9ral de l'environnement OFEV) surveillent les risques sur l'ensemble du r\u00e9seau de transport \u00e0 l'aide d'outils d\u00e9velopp\u00e9s en commun. Cela leur permet d'identifier \u00e0 un stade pr\u00e9coce les risques qui augmentent, par exemple en raison du d\u00e9veloppement des \u00e9tablissements, et d'agir en cons\u00e9quence.<\/p>\n<p>Ce fut le cas tout r\u00e9cemment avec le transport du chlore par rail dans des wagons-citernes : en 2016, des objectifs stricts de r\u00e9duction des risques et des mesures correspondantes ont \u00e9t\u00e9 convenus avec les entreprises et les autorit\u00e9s concern\u00e9es dans la deuxi\u00e8me d\u00e9claration commune afin de r\u00e9duire les risques de ces transports pour la population le long des lignes de chemin de fer.<\/p>\n<p>Selon l'\u00e9valuation globale la plus r\u00e9cente, moins de 0,5 % des itin\u00e9raires des routes nationales pr\u00e9sentent un risque accru en ce qui concerne les op\u00e9rations de transport dangereuses. L'OFROU adapte en permanence ces voies de transport \u00e0 l'\u00e9tat actuel des techniques de s\u00e9curit\u00e9 dans le cadre de nouvelles constructions, d'extensions, de transformations ou de r\u00e9novations. Il n'y a pas de risques inacceptables sur les chemins de fer.<\/p>\n<p>La Suisse a \u00e9galement un niveau de s\u00e9curit\u00e9 \u00e9lev\u00e9 en comparaison internationale. Sys<\/p>\n<p>L'\u00e9valuation des risques li\u00e9s au transport de marchandises dangereuses sur l'ensemble du r\u00e9seau routier et ferroviaire et les crit\u00e8res d'\u00e9valuation pour traiter ces risques n'existent actuellement sous une forme comparable qu'aux Pays-Bas.<\/p>\n<p>Dans son rapport, le Conseil f\u00e9d\u00e9ral souligne que l'ordonnance sur les accidents majeurs exige une coordination avec les structures cantonales et l'am\u00e9nagement du territoire, afin que les risques le long des lignes ferroviaires et des routes n'augmentent pas de mani\u00e8re incontr\u00f4l\u00e9e \u00e0 l'avenir en raison du d\u00e9veloppement des agglom\u00e9rations.
