(Image : Depositphotos_swisshippo)<\/figcaption><\/figure>\n<blockquote><p>Le contr\u00f4le a\u00e9rien \u00e0 Zurich est encore insuffisant, souligne Aerocontrol, qui souligne l'incident par lequel un contr\u00f4leur a\u00e9rien a voulu laisser deux avions Airbus d\u00e9coller \"crois\u00e9s\" en 2011.<\/p><\/blockquote>\n<p>L'incident s'est produit en mars 2011. Le contr\u00f4leur a\u00e9rien a donn\u00e9 \u00e0 deux Airbus avec un total de plus de 260 passagers \u00e0 bord la permission de d\u00e9coller imm\u00e9diatement l'un apr\u00e8s l'autre sur deux pistes s\u00e9cantes. Les pilotes d'un avion ont reconnu le danger au dernier moment et ont interrompu le d\u00e9collage juste \u00e0 temps. Imm\u00e9diatement apr\u00e8s, le pilote de skyguide a \u00e9galement r\u00e9agi et a donn\u00e9 l'ordre d'interrompre le d\u00e9collage. Dans le cockpit de l'autre avion, cependant, le danger est pass\u00e9 inaper\u00e7u.<\/p>\n<p>L'incident, selon un communiqu\u00e9 d'Aerocontrol (Association des contr\u00f4leurs a\u00e9riens), \u00e9tait principalement d\u00fb \u00e0 un niveau de complexit\u00e9 extr\u00eamement \u00e9lev\u00e9 avec une tr\u00e8s faible tol\u00e9rance \u00e0 l'erreur dans les op\u00e9rations de vol quotidiennes. Cependant, malgr\u00e9 plusieurs quasi-collisions, l'a\u00e9roport de Zurich n'est toujours pas exploit\u00e9 selon le principe de la \"s\u00e9curit\u00e9 d'abord\".<\/p>\n<p>Les conditions actuelles, et notamment une p\u00e9nurie de capacit\u00e9, r\u00e9duiraient le contr\u00f4le du trafic a\u00e9rien \u00e0 Zurich. Aerocontrol parle \u00e9galement d'une \"marge de s\u00e9curit\u00e9 minimale qui continuera \u00e0 encourager de tels incidents \u00e0 l'avenir\".<\/p>\n<p><strong>Effets sur la culture de l'erreur<\/strong><\/p>\n<p>C'\u00e9tait la premi\u00e8re fois en Suisse qu'un contr\u00f4leur a\u00e9rien devait r\u00e9pondre l\u00e9galement d'un incident au cours duquel personne n'a \u00e9t\u00e9 bless\u00e9. Un verdict de culpabilit\u00e9 aurait eu un impact d\u00e9cisif sur la culture de signalement des erreurs de Skyguide. Les employ\u00e9s craignent que les erreurs et les oublis soient moins souvent signal\u00e9s \u00e0 l'avenir par crainte des cons\u00e9quences. Reconna\u00eetre les faiblesses et en tirer les le\u00e7ons aurait \u00e9t\u00e9 plus difficile en cas de condamnation.<\/p>\n<p><strong>La s\u00e9curit\u00e9 \u00e0 l'a\u00e9roport de Zurich est douteuse<\/strong><\/p>\n<p>L'autorit\u00e9 suisse d'enqu\u00eate sur les accidents (SUST) indique dans son rapport sur l'incident n\u00e9goci\u00e9 qu'elle a d\u00fb enqu\u00eater sur dix incidents graves survenus sur les pistes s\u00e9cantes de l'a\u00e9roport de Zurich depuis 2000. Les mesures d'am\u00e9lioration propos\u00e9es ont \u00e9chou\u00e9 principalement en raison des exigences de la politique en mati\u00e8re de bruit ou de leur impact sur la capacit\u00e9 de l'a\u00e9roport.<\/p>\n<p>\"L'exp\u00e9rience montre que les pr\u00e9visions de croissance entra\u00eeneront une pression suppl\u00e9mentaire sur les capacit\u00e9s, ce qui mettra in\u00e9vitablement davantage de pression sur la marge de s\u00e9curit\u00e9 d\u00e9j\u00e0 minimale\", indique le communiqu\u00e9. La variante des d\u00e9collages du sud, privil\u00e9gi\u00e9e par tous les partenaires a\u00e9roportuaires par rapport au concept du nord, n'est pas soutenue par les responsables politiques, bien que cette proc\u00e9dure am\u00e9liorerait consid\u00e9rablement la s\u00e9curit\u00e9 des vols.<\/p>\n<p><strong>Danger d\u00fb aux exigences de la politique en mati\u00e8re de bruit<\/strong><\/p>\n<p>Plus d'un tiers de tous les d\u00e9parts sont redirig\u00e9s \u00e0 basse altitude au-dessus de l'a\u00e9roport. Les avantages qui en r\u00e9sultent en termes de r\u00e9duction du bruit seraient annul\u00e9s par le regroupement des vols. Malheureusement, selon les repr\u00e9sentants d'Aerocontrol, l'a\u00e9roport de Zurich est le \"seul a\u00e9roport en Europe\" dont les pistes de d\u00e9collage se croisent. De tels incidents pourraient \u00eatre \u00e9vit\u00e9s gr\u00e2ce \u00e0 des proc\u00e9dures moins complexes, comme un d\u00e9collage lin\u00e9aire vers le sud.
