Le valutazioni sistematiche dei rischi dei trasporti di merci pericolose coinvolgono anche i controlli a monte e a valle della rotta del Gottardo. (Immagine: zVg)<\/figcaption><\/figure>\n<p>I rischi che le merci pericolose comportano per la popolazione sono accettabili. Questa \u00e8 la conclusione di un rapporto del Consiglio federale elaborato in risposta a un postulato della Commissione dei trasporti e delle telecomunicazioni del Consiglio degli Stati sulla riduzione di tali rischi.<\/p>\n<p>Nel suo postulato del 18 maggio 2015, il Comitato per i trasporti e le telecomunicazioni del Consiglio degli Stati aveva chiesto di individuare misure per ridurre i rischi legati al trasporto di merci pericolose per ferrovia o su strada, in particolare il cloro. Le merci pericolose (ad es. benzina, propano, cloro) devono essere trasportate per ferrovia o su strada secondo le norme internazionali, integrate dalle disposizioni svizzere.<\/p>\n<p>Le ferrovie e le strade su cui vengono trasportate grandi quantit\u00e0 di merci pericolose sono anche soggette all'Ordinanza sugli incidenti rilevanti per proteggere la popolazione e l'ambiente da gravi danni in seguito a incidenti rilevanti. Il Consiglio federale ha approvato il rapporto in risposta al postulato il 28 giugno 2017.<\/p>\n<p><strong>Controllo congiunto <\/strong><\/p>\n<p>Gli uffici federali competenti (Ufficio federale dei trasporti UFT, Ufficio federale delle strade USTRA e Ufficio federale dell'ambiente UFAM) controllano i rischi sull'intera rete dei trasporti con strumenti sviluppati congiuntamente. Questo permette loro di identificare i rischi che stanno aumentando, ad esempio a causa dello sviluppo degli insediamenti, in una fase iniziale e di agire di conseguenza.<\/p>\n<p>Questo \u00e8 stato il caso pi\u00f9 recente del trasporto di cloro per ferrovia in vagoni cisterna: nel 2016, nella seconda dichiarazione congiunta sono stati concordati con le aziende e le autorit\u00e0 interessate obiettivi rigorosi di riduzione del rischio e misure corrispondenti per ridurre i rischi di tali trasporti per la popolazione lungo le linee ferroviarie.<\/p>\n<p>Secondo la valutazione globale pi\u00f9 recente, meno dello 0,5% dei percorsi sulle strade nazionali presentano un rischio maggiore per quanto riguarda le operazioni di trasporto pericoloso. L'USTRA adatta continuamente queste vie di trasporto allo stato attuale della tecnologia della sicurezza nel contesto di nuove costruzioni, ampliamenti, conversioni o ristrutturazioni. Non ci sono rischi inaccettabili sulle ferrovie.<\/p>\n<p>La Svizzera ha anche un alto standard di sicurezza nel confronto internazionale. Sys<\/p>\n<p>Le valutazioni del rischio tematico dei trasporti di merci pericolose su tutta la rete stradale e ferroviaria e i criteri di valutazione per affrontare questi rischi esistono attualmente in una forma comparabile solo nei Paesi Bassi.<\/p>\n<p>Nel suo rapporto, il Consiglio federale sottolinea che l'ordinanza sugli incidenti rilevanti richiede un coordinamento con la struttura cantonale e la pianificazione del territorio, affinch\u00e9 in futuro i rischi lungo le linee ferroviarie e le strade non aumentino in modo incontrollato a causa dello sviluppo degli insediamenti.
